STEP 1: Start your search for bills in the US Congress at GovTrack Website (opens in new window). This non-partisan website provides a wealth of information on current bills before the U.S. Congress. These are federal laws.

Look for bills that are related to your chosen topic.

STEP 2: Gather preliminary facts related to your topic. Include information that will help us understand the problem your bill is attempting to resolve.

3. Who are the sponsors and co-sponsors of the bill?

4. What is the status of the bill?

5.  What is the problem that this bill is attempting to resolve?

6. Describe how those in favor of the bill explain how the bill, if passed, would resolve the problem in your topic.

7. Describe how those opposed to the bill explain how the bill, if passed, would not resolve the problem in your issue.

8. What are the unintended consequences that could occur if this bill is not passed?

9. What are the unintended consequences that could occur if this bill is passed?

Questions 8-11 can be written all together in one answer. LABEL THE ANSWER 8-11.

STEP 4: Finally, identify the affected stakeholders. Stakeholders are all the persons (or communities, or the Earth) affected by the issue. See this article for more information about stakeholders and then answer the following questions (Write about this in the third page of your paper):
